Does dark roast have more caffeine?

Not meaningfully. Caffeine barely changes with roasting; the species (Robusta has roughly twice the caffeine of Arabica) matters far more.

How should I brew dark roast coffee?

Espresso, moka pot, French press and South Indian filters all suit dark roasts. Slightly cooler water, around 88–92°C, reduces bitterness.
